Approved projects from the call "Civil Security - Protection against organized crime II"

Organized crime and terrorism have become more present worldwide as a result of globalization, modern communications and information technologies, and other technological developments. Within the framework of this call, a further contribution will be made to curbing organized crime such as fraud with modern payment systems and human trafficking by establishing new preventive measures, technological approaches, strategies and organizational concepts. Within the framework of the bilateral funding call, selected German-Austrian research projects will continue to not only strengthen national security, but also contribute to the European security architecture.

FINANTIA: Financial crime: analysis of threat scenarios for modern payment systems

It is becoming increasingly popular to pay online using apps or bank cards. New policies enable third-party providers to organize and process payment transactions between bank and seller. New forms of organized financial crime can be used to finance criminal activities and are a threat to the national economy. The FINANTIA project analyzes abuse potential arising from new technologies, procedures and actors in the field of app- and card-based payment systems. Technology and software components are examined in detail for vulnerabilities. Payment service providers can redesign their security measures to better protect the public when making payments by card or app.

OK 3.0: Organised crime - Systematic and comprehensive analysis and combating prospects

Organised crime has transformed with technological development, the establishment of new markets, and social and legal changes. Criminal groups are often one step ahead of the authorities in the use of new technologies: they use the darknet for their business, get paid in cryptocurrencies and find new ways of digital identity fraud. The OK 3.0 project aims to take a significant step in the fight against organised crime. To this end, understanding its structures, development dynamics and mechanisms of action is essential.

PEGASUS: Police extraction and analysis of heterogeneous data to combat organized crime structures

According to Europol, the number of criminal organizations in Europe has increased to approximately 7,500. Parallel to this development, the amount of data generated for analysis by investigating authorities is increasing massively. In the PEGASUS project, a platform is being developed to support investigating authorities. The platform will enable a more efficient analysis of heterogeneous data through an integrated analysis of different data sources. An important step in this process is the recognition and extraction of investigation-relevant data from seized videos, images, texts and audio recordings. With the developed platform, investigating authorities are enabled to view, analyze and interpret relevant data on a case-by-case basis.

TRACK: Portable dual GC-IMS with multi-element sensor system for fast and reliable detection of hidden persons and goods

Organized crime does not stop at national borders, which is why Austria and Germany have decided to join forces and conduct joint research not only on a European but also on a bilateral level to fight organized crime. The TRACK project aims to develop a portable measuring system that can detect minute concentrations of characteristic features of human exhalations such as breath or sweat in the air. This system will enable investigators to quickly detect hidden individuals without the need for heavy equipment and without having to manually search entire cargo holds.
