The field of security research interfaces with various policy areas and adjacent areas of research, resulting in a wealth of research topics, which the 2018 - 2023 framework programme is specifically designed to address. They reflect the multifaceted, multidimensional nature of civil security as a task concerning society as a whole.

The cross-cutting issues of “International cooperation” and “Knowledge transfer and expertise development” deal with generic issues related to civil security research. The aim is to ensure a future-proof innovation chain in civil security research in Germany and to strengthen collaboration between research, business and users at the European and the international level.

International cooperation in security research

Crises and disasters are ignorant of national borders. Natural disasters (such as flooding, storms or periods of extreme heat), damage to critical infrastructure and terrorist or hacker attacks pose a threat to millions of people worldwide and cause significant economic damage. Ensuring long-term protection for the public and for critical infrastructure is a joint European and international task.

Knowledge transfer and expertise development

The transfer of civil security innovation to products and services that meet the needs of real-life practice and the market is influenced by a particular set of factors. A key strength of civil security solutions is that they are specifically geared to user requirements. At the same time, they give equal consideration to the requirements and limitations of civil society. After all, only innovations that combine economic success with social responsibility will ultimately lead to more security.
